“City–to–City Cultural Exchange Conference” is a cross-boundary exchange platform on a city-to-city level initiated by cultural institutions of Shanghai, Taipei, Shenzhen and Hong Kong since 1997. The four cities take turns to host the annual Conference. The hosting city sets the Conference theme and invites participants to come up with new interpretations on the concept of “culture”, as well as to discuss about how these new interpretations can be used to promote the development of public space and civil society. The 2013 Hong Kong Meeting marks the 15th annual meeting of the Conference with the annual theme “Creative Cities and Museums”.

Cultural practitioners from across Greater China Region and across governmental and non-governmental sectors, including cultural policy makers, persons in charge of various cultural organizations, as well as scholars closely following developments in cultural industries, discussing about the driving force behind urban development from a cultural perspective and in what ways can creativity lead the city in a new direction. Cultural Vision 03 features their frontline observations and research finding regarding the topic of “Creative Cities and Museums”, seeking to discover how diverse social and cultural dynamics contribute to the formation of a “creative city”.
